Question What is this stray wire/cable to the left of the engine?

So I am battling some P1071 and P1074 codes and was looking in bay when I spotted this cable. It looks like it should be grounded somewhere and came off.

Does anyone know what it is?

Pics

Thanks gang

Looks like a ground cable. What's the other end connected to?

Here is where it is attached. Its the cable that I am pointing to with my finger.
N3221 seems to be a starter.

So apparently I have been driving around with it like this for a while.
How does that make sense if the starter is not grounded? Is it a secondary ground?

What should I look for that will tell me where this ground wire is supposed to go?
