I'd probably take the fog light out and examine it closely for cracks.

Then examine the water for discoloration. Then try spraying on a layer of plastidip that usually seals up any small cracks that are leaking.

Don't laugh but I plastidipped a small hole in my radiator on the highboy and its held so far for what driving I've done lol
