I mean just doing a little bit to help blend it should work. It doesn't need to be a lot. But you just want to kinda blend it all together. Where's BrowningSCrew to help on the matter lol

You may have done that but I most definitely don't recommend it. Bars metal starts to rust within the first day it's exposed, if you don't sand off the surface oxidation, wether you see it or not, it can come back to bite you in the end. Plus if you sand down the sharp edges going into the area you reduce the chances of it further flaking out later, and make a nicer transition for your repair.

Any suggestions for my frame, just sand it down an spray on chasis paint? Or should i get a rust preventative/reforming primer

Sand it and shoot it. If it's kinda bad rusted and pitted I'd spray a layer of rust converter on it.

It's still best to sand it even if it's primer. Paint likes a sanded surface better than a slick one.

Yeah you spray it on and leave it 24 hours and it turns it blackish purple and you can just paint right to it
