Not necessarily true. I'm pretty sure it depends on the aspect ratio as well

No a 305 is a little less than 12.5" but the aspect ratio is the sidewall height

Mine will sit a tad higher then that on highway 190 maybe but as soon as I hit town the temp starts rising and my driveway really kills it cause it's a big hill
