Trailer Signal Lights and Brake Lights

Trailer Signal Lights and Brake Lights
1997 F-150 XLT 4x4 Extended Cab
have power to the running lights and brakes on my trailer but I don't have any signals or brake lights working. I have tried a couple of different trailers and it seems to be the same on all of them.
I have looked at the fuses both under the dash and under the hood. The owners manual lists a fuse under the hood for those functions but I replaced it and didn't change anything.
Anyone have any suggestions on what to look for.......I am losing my mind trying to track this down. I am pretty confident that it is not the wiring harness on the back although replacing that might be my next step........
Thanks for the suggestions on advance.

Could be a bad ground between the vehicle and the trailer. Hooking up a wire from the vehicle to the white wire on the trailer ought to answer that question. Sometimes people don't hook up the ground wire and it will make a difference.
Otherwise, take a volt meter and test the actual plug on the truck.
