Default From stock, what is the best starting point?

Hey everyone, I've been lurking around the forum and finally registered. I've got a 1999 F150 supercab 2x4 with the 5.4L it has 130000 miles on it now. I bought it a year and half ago and I've decided it's about time it got some upgrades. What do you all recommend is the best starting point as far as power and gas milage goes? I've read some of the posts on this forum and I'm thinking a programmer or an air intake. Just for perspective, I'm from northwest Indiana and drive a couple hundred miles to home and back to Purdue every weekend. Which option is the best place to start to get the most bang for the buck from the start?

CAI - Exhaust - Tuner w/ custom tunes. Air up those tires to max if you doing a lot of highway.
