I believe he's talking about red strobes. But I'm sure it differs by state.

We had a cop look into my friends car with red lights under the dash and told him nice lights... You know they are illegal right. Lol I told him Well if they are illegal then how come they come stock in some of the newer cars? lol My brothers rental Mustang had them inside, under the dash seats and in the cup holders..
