shackles didnt drop 2"

I installed some Belltech 2" shackles today and I only got about 3/4" of a drop.

I am thinking it is my shocks...they are shocks with coils over them. I think they are overload or something like that. If anyone knows about this kind of stuff I would appreciate the help.

My cousin did the same thing...installed 2" drop...Didnt even look like it dropped...Let me know how you remedy the problem so i can pass it on. Thanks
