The older ones would flash patterns that would indicate code failure definitions, not sure if that applies to a 1997 but I don't think so.
It may be that your scanner will only read engine DTCs; I've had 5 different scanners over the years and some will do a lot more than others. The airbag codes are typically in the "B" series for body codes, and not the "P" series powertrain codes so the machine may not have picked it up.
If you are also having troubles with anything column mounted (horn, cruise control) then you may have a bad clockspring which is like a big 8 track tape mounted under the steering wheel, it has a winding/unwinding tape with a printed circuit/ribbon conductor for SRS and steering wheel controls. Very common on higher mileage trucks; I see a lot on chrysler and GM vans/pickups.

Petty common problem for the indicator light on the pass. side on/off switch turn burn out... That will flash the light in the dash. Watch it... If it flashes twice, then pauses, then flashes 7 more times (code 27), then that's the issue. Simple fix if u can find a new switch or up **** up the switch and solder in a new LED
