Default Inner front wheel well
Can this be installed without removing the fender ? Mine is missing; I think it's a good idea to have both.

The wheel well liner, yes. Otherwise your fender would be missing first.

Not sure why my passenger side is missing the inner Wheel well lining.

Someone just got lazy. Best bet is a salvage yard. The new liners for sale on line are cheaply made...unless you find a used one.
