Default 97 F150 4WD/Trans issue

Reaching out for help & advice. I feel as I've done a ton of research both on Mitchell, as well as this forum, still feel I'm coming up short. Here's what I have & what I know:

1997 F150 5.4L with electric shift 4wd, auto Trans.

P1820 sets in the GEM module. I can see in the data, that the 4wd switch is working, but the 4wd never moves.

New shift motor on transfer case, and transfer case shifts by hand without shift motor installed.

Both solenoids under hood have 12 volts, and also have grounds any time the key is on. The grounds are supposed to switch depending on 4wd or 2wd, and don't. They're always grounded.

I removed the transfer case relay that's behind the radio, and tested powers and grounds there. Everything seemed correct.

Everything I see, leads me to believe the GEM module is bad. Which is a problem, since our local dealership says the GEM is no longer available. Used, apparently there's one in NY, one in TX, and one in BC, but no price listed, which supposedly means there may not actually be one there.



My question for the forum experts:
1 - Is it feasible & cost effective, to switch this truck over to a manual shift transfer case system? Or is a different transfer case required?
