Default Turn Signal & Hazards got me Confused

I have a 2001 5.4l v8 extended cab lariat version, just so we're clear on that

and i used the search function, nobody had this issue

My signals do not work when i have the steering wheel all the way tilted down nor do my hazards, and when i tilt the wheel up they work ehh sometimes if im lucky, also my rear brake lights dont work i have been told by guys on motorcycles, i have replaced the bulbs and no change, so i am beginning to think that maybe they are a conjoining problem, my local mechanic said its probably the turn signal switch going out, but i dont wanna spend the money fixing that if that is not the problem, i have checked the fuse and it is good,

**also when i do try to use the signals it makes a weird buzzing sound like my steering wheel is shorting out or something, creepy and i dont like it

any ideas what could be causing this to go out
please help me, this is a danerous problem to me and others

ok....theres a pig tail wiring harness....it runs your turn signal switch... and everything...what happens is the factory harness is taped up pretty tight in this plastic black boxy thing... and after awhile of the steering wheel coming up and down it pull and pulls till it breaks the clip... i replaced the one of my 02 f150 awhile back... it was easy to do... just had to take alot of crap out... for some reason i know we pulled the gauges and steering colum and alot of the front of the dash off..... if you plan on doing this your self you need to get a haynes manual...

oh yeah....you have to get the pig tail from a ford dealer ship...if you dont want to change it ... and know where you could get a cheap steering colom you could also do that...and you could pop your ignition switch in there really easy...
