Same thing happened to me.
This is what I did.
Pb blaster... wd 40... all that stuff. No luck...
1. Cut the wire holding the tire up.
2. Remove the spare tire carrier. (I think its just 4 bolts, cant remember I did this about 2 years ago)
3. Go to a junkyard and find a 97-03 f150 (I used an 02. The less time the truck has been around the better the carrier will be) remove the spare tire carrier and ensure that it works.
4. When you get it home start packing alot (and I mean alot) of all purpose grease into it. (I used what I think was wheel bearing grease. It seemed that the thicker and stickier it was, the better)
5. Cycle the carrier (bring the wire in and out all the way) a few times
6. Reinstall.
If you do get your current one to come down from pb blaster, I would recommend steps 2 and 4-6 anyway in order to greatly increase the life of your carrier. It has worked for me for 2 years now and it never gums up and never gets stuck.

I went by Les Schwab when my spare was stuck like yours. I asked them how much they would charge to get the spare to lower and they said they would look at it for free, they got it unstuck in less than 5 minutes and just asked me to remember them when I needed series service or tires.
They rock for flats, etc. too.
