1997 f150 4.2L 6cyl

P1451 - "Evap Canister Solenoid Failure."
Removed and bench tested applied voltage shows switch to be functioning..
replaced anyways.. twice.
Checked harness wiring..
No visible damage to wires or even the casing. (Has voltage at plug 11.55-11.66v)
Runs fine when cold.. after 20 minutes will start a rough idle..
longer it's driven worse it gets.. starts to have some trouble accelerating.
Still hasn't stalled out on me yet.
Tried to do a load test on the wiring harness however i couldn't get the pmc plug off to apply a voltage to those wires specifically.
Any suggestions on what else i should be looking at?

A little more info would be helpful. Just to clarify to make sure you are testing the right solenoid this code is for the canister vent solenoid(under pickup bed near fuel tank) not the canister purge solenoid(under hood). As a easy test, according to ford the resistance spec of the canister vent solenoid should be 48-65ohms. Before I go further with diag assistance could you confirm you were testing the correct solenoid(under vehicle bed on charcoal canister) and not the purge solenoid in the engine bay.
