Can anyone tell me why I cannot seem to keep the center caps from falling off of my 97? I have the 12mm lugnut and I am using the correct caps. I used to run the aluminum rims and had no such problem, but I just switched to the steel wheels and the caps won't stick.

No. There is no dowel pin. The caps slide onto the top of the lug nuts and supposedly stay on with spring tension. Not working for me though. Have already lost a full set.
