"Best" is extremely subjective. Please learn when to use it and when to not use it.
You don't have a ton of choices. If you want custom tunes, go with sct. If you want a display with available dash pod, go edge.

Depends how much you want to spend and if you are ok with using preloaded tunes vs custom tunes.
My dad has a Superchip tuner with his 01 F350 SD and was very happy with the mpg increase he got as well as the towing benefits.
I have always used SCT with my vehicles because I tend to add boost and need the ability to customize my tunes. But I have heard good reviews about the edge as well.

I just got a SCT tuner with MPT custom tunes, they are great I love them. Plus, MPT can tweak the tune for every aftermarket mod you have, and they will send you free revisions I you send them data logs

They all do the same thing but more Good tuners use SCT than any of the others. I'm not sure why Superchips is so popular with Truck guys but they sell a lot too.
I went with SCT for the Truck and with my Mustangs. Easy to use, lots of Perfs and options.
If you need radical tunes for Boost, Nitrous or a built NA then no questions asked, go with SCT.

I think Hypertech and Superchips are popular because of their price and availability...you can buy them in just about any auto parts store these days (at least around here you can)

Most of the 97 to 03 you can change the tire size on, I think from 99 to 03 but 97 and 98 I dont think so as if your speedo is cable/mechanica driven and not pcm controlled, then can't adjust it with a tuner.
