AC runs on Panel & Floor...

I have a 97 XLT with 182K, since I bought it at 96K the AC runs when either AC, Panel&Floor or Floor is selected. Do they all do this?

Or has mine been mis-wired?

They all do it. At least thats what I was told by a/c shop when I took it in for the same, what i thought, problem
