Default 99 f150 heat issues

Hey guys, I know this has probably been covered... and I've searched.. but it seems that each occasion brings a different solution...

my issue is this..
I have a 99 f150 4.6... just bought it...

the heat will blow warm.. not hot.. the AC seems to work fine.. both sides of the coolant lines to the heater core are hot..all though my coolant is about less than half full and well below the fill line.

my blend door .. to me seems to work ok, I can move it from cold to hot and it goes from cold to warm rather... seemed warmer at first and then cooler.. then maybe it got warmer again... hard to tell really. it doesn't seem to change while driving like in turns or under acceleration.. so, Im guessing the door itself is ok.

im guessing that my problem may be the actuator motor on the door? is it possible the fluid level is causing it? I know the dash heat indicator is just a dummy.. but, it rides in the middle.. Im guessing my thermostat is ok? I've driven as much as 40 miles in one trip and never had any heat rising issues.

my first line of defense was going to be flushing the coolant and possibly getting a new thermostat.. needs to be done anyway.. its low and kinda old looking. I appreciate any advise you guys can give. sucks for my 6 month old son to have to ride in it at 25 degrees outside.. and not much warmer inside.. I have him all bundled up to stay warm..

Thanks guys.

the door is moving some I'm sure... it will go from freezing cold ac to warm .. and it does seem to work a wee bit better if I move it slowly. I haven't pulled the **** off.. but, it doesn't wiggle and seems tight... but, I could be wrong? I will have to pull it off and check it.

how hard was it to changed the rheostat? or seems like someone I read did the whole switch...

I bought some zerex coolant and some flush along with a new thermostat today... might be the weekend before I get to put it on and know if that will fix it.. hopefully it will. if not I am going to start exploring the other options.. but, shish.. if it starts to get expensive.. i might just deal! I only have another month of cold weather.

Had the same problem. Flushed the coolant and backflushed the heater core. Problem solved.
