the lights and stuff turn on when the key goes in the ignition, so does that not ruel out the ignition switch or fuse?......im not being sarcastic, im just a girl who is stumped.......the guy working on it said selenoid is fine, all calbles are nice and snug and tight.....so starter relay would be the next step>?

The starter relay is the starter solenoid. They're the same thing. But with the guy jumping across it to get it to start, that's a red flag it's bad.
To answer your question about ignition and the lights though, no that doesn't mean it's ok.
The start circuit of the switch is independent of the accessory and run circuit on the switch.
