Default Is it the ECU or the Ignition switch????

Hey everybody, I am new to this forum only because I have recently developed either a serious problem or a slight problem with my 1998 F-150 XLT. I had not had any problems with it until just the other day I took my truck up to the local car wash and gave it a bath. After doing so I noticed a little ways down the road that my battery light was on. I began to watch my battery slowly drain and just barely made it home. After I thought it might be my alternator since I had this problem a while ago but fixed it. so I charged my battery and took it to have it tested but they said it was good. So I took a battery out of another truck of mine and put it in it and when I went to go turn the key I got nothing. I checked my connections and tried it again and still nothing. So I hooked my volt meter up to the battery and it was good and I hooked it up to my solenoid on the ignition side only to find that 3.4 Volts were being sent through when there should be 12 volts( If I'm not mistaken). I cant jump start the solenoid and turn the truck on with a by-pass push button but I can not get it to flow right from the ignition. I have heard that water can leak down through the seal on the window and damage the wiring inside. Somebody had told me that it may be the ECU but my thought was if it was that I wouldn't think the fuel pump, electric locks, dashboard, or anything else electrical would work. Which leads me to think that it might be the ignition switch. I have checked all fuses and everything is good. But if it is the ignition switch. Why would my battery have been draining. if the problem with the ignition side of the solenoid. I'm very confused and I am trying to figure this out. If anybody can help me that would be great! No ECU's here. Your referring to the PCM, -these trucks use PCM's. Anyway, no that's not the problem.

You weren't real clear with diagnosing. Have you turned the key to the run position, then w/screwdriver or whatnot, -jump the relay ?

What happens when you do that ?

What happens when you do that ?
When I have my key turned to the on position I use a button that I have connected to the battery and the ignition side of the solenoid and push the button to start the truck. I have to do this because the lack of volts getting to my solenoid from my ignition. So pretty much I am mp starting my solenoid in order to run my truck. after that as far as I can tell the truck runs alright for a little bit
