Default 2003 f-150 no floor heat.

Hey guys, i am new to the site but love it so far. I have an 03 f150 supercrew lariat. It has the automatic heater controls in it. When the heater is set to floor, or floor/defrost, all i get is a very small amount of air blowing on the floor. Dealer said that it is most likely the heater controller, but i wanted a second opinion before i dropped a couple hundred bucks. I need to get this fixed as it is minus frickin 40 here and my feet are freezing. Any input would be awesome.

Pull the black cover off that's on the tranny hump and look to see if the actuator for the floor is opening when the switch is turned to floor.

I tore everything down this weekend. I have no power to the actuator. Followed the wiring back to the controller, no power out of the controller. I have a strong vacuum, no leaks. This tells me that the controller is whooped. Anybody ever had this problem? The dealer tells me the controller is 948 bucks..seems kinda pricey to me..
