I have a '98, so fuse box may be different. Check owner's manual for the location of the wiper circuit fuse.
If it's just a fuse, good news. If not:
It could be the multi-function switch.
Or, even worse, it could be the GEM module. Does everything else electrical work? Windows, AC, interior lights, etc. If there's more than one electrical gremlin occurring, then check threads for GEM module - when this is subject to moisture, due to a leak coming from a badly sealed windshield, it takes out multiple electrical systems. I was unable to get a replacement GEM module (no longer made by Ford), so addressing the leak first, then waiting for that module to "dry out" - brought back all of my electronics without having to try to get a used GEM from a wreck.
Let's hope it's just a fuse. Otherwise, there are plenty of threads here that will help you run this down.
