how can i test my ecm ? to find out if it's working?

When we test them at Caterpillar we hook up to it with a lap top and check the inputs and outputs to determine if the ECM is comunicating with the machine.

Default 1997 ford F-150

I checked the fuel psi at the rails it's 35psi checked all the fuses and relays under dash and hood including the 50 amps by the battery truck turns over but won't start but if i use starting fluid in the intake it fires up and quits so I'm thinking that the spark is ok have not checked the 12 volts at the injectors as yet if that is ok what could it be a shorted injector? if it is I should have a solid 12 volts in one side and a pulsating 12 volts on the other side if ok, or ? could something else cause my problem besides the computor ? the truck has a 4.6 v/8 I have a obd2 scanner but the battery was disconnected before I got to use it so no dtc.I'am up the creek help please

have you checked iac or timing?
