Default 1997 4.2L headbolt torque specs

i dont understand why they do not give a final torque spec for these in the manual. you torque em down, then loosen em 3 turns then torque em down to the specs. then turn them a final 175-185 degrees.

why not just give a torque spec to bring em down to? wouldnt this be more accurate?
or am i missing something?
