I've got a couple of friends that know this returnless system really well if this is what I think it is - and that is the same setup the 5.0 Explorer used. It works really really well for boosted motors. One of the guys actually converted his 5.0 out of an Explorer to COP. It's a really cool setup. They've been trying to talk me into converting my Mustang over to the Explorer system.... but mine works just fine. LOL
BTW, that 5.0 is in a Focus wagon.

I've been going through my Buddy's online manuals, and I don't think it has a FPDM. There is not one listed in the Expy until 2005. I think it is indeed returnless, but uses the regulator to "dampen" pressure spikes, which probably explains why Moose found it listed as a damper. The 5.0 Explorer's use that same set-up.
EDIT: The Dorman part says 05-08 too...

That's kind of what it looks like to me. That system looks nearly identical to the 5.0 Explorer's, and those were done in 2001. It's like Ford had a contract to fulfill sometimes, I swear. My truck has a bunch of bastardized stuff as well. It's an early 97.... all kinds of weird things on it. I bought Lightning headlights for it. I went to change them, and Ford changed the header panel mid-year and they mount differently. All kinds of swell stuff like that, lol.

I'm going drag the engineers out in a field and beat them with the fuel and vent lines from this thing!!!
I had my 1997f150 tank droped in no time. This has the same POS plastic quick connect **** that Caterpillar uses.

Well got new pump in. Took awhile fact everything was rusted to bits so replaced a load of hardware.
No longer seems to have hard starting problems. I'll have to check fuel pressure drop later. @ my parents garage left gague at home.
Took it up the road felt more responsive in town. Got on freeway and @ 3000ish booged out and threw p0301. Found the coil pack wasn't snapped correctly. Tweaked it around got it to snap. Took it back out and @ 3000 bogged out and threw p0300. Multiple random missfire. Did multiple test always thrw p0300 only now. Currently getting ready to do vacuum test to see if cats are plugged since O2 sensors are not easiest to get too to test.

Got rebuilt injectors got them all in Friday. Drove it for about 1.5 hrs still has powerloss at 3500-4000 rpm only at 40mph+. p0300 and p0174 was gone. But got a p0420 and p0430 came up 3 times after deleting. Drove it Saturday and the p0420 and p0430 were gone but it fell on its face again at 3500 getting on the on ramp and threw a p0300 and p0174 again. Im at a loss here now if anyone has any ideas? Going to bypass the cats because of p0420 and p0430 just for ****s and giggles at this point, plan on doing new exhaust anyways once the thing actually runs decent....

Fixed
So despite the Vacuum test being good was indeed bad cats.
Idk if someone gutted the 1st cats or if they just totally burned out but this was all that was left. 2nd cat looked good but guessing all the material from the 1st one was blown into it.
Just finished doing all new exhaust from manifolds back and runs great
