For me they came on when I put my parking lights or headlights on. I usually put my parking lights on during the day so the tubes and my Raptor grille lights were on. I couldn't say if they'd work if your DRLs are disabled, I only know that they did on mine but I have DRLs activated. They are wired into the same harness as the turn signals so I don't know if they are technically parking lamps or not. They do not flash with the signals though.
