If you can find a cluster with just a few more miles than your truck has like hodown did, you can just wait for the miles to be the same and swap the cluster in. Once that's done, have the dealer program as-built data and you're good to go. The switch swap (like he shows in your link) is really easy to do.
Any competent dealer should be able to program the as-built data to your cluster. You may try calling a few local dealerships and asking them what they would charge to do so. It's really only a 10-15 min job so hopefully you can get away with a 1/2 hour labor charge or something like that.
I may not have been very clear, you don't need a NEW cluster for this to work. I was just saying if you ordered a new one from Ford I believe a dealer can program the miles on it's initial startup. Otherwise, I don't think any dealers can program mileage to a cluster that has been used. It can be done but not easily and not without sending the cluster out to whoever Ford contracts for this service.
