Default Aftermarket bumpers in PA

I have been in Pennsylvania now for about 5 months, so please forgive the silly question. But, I have noticed that there are not a lot of aftermarket bumpers on trucks in PA. Something like the photo below. Is it illegal in PA to run aftermarket bumpers? Or is it just because of the weather and conditions in the area that people choose not to run them? I was thinking of a bumper like below for my truck, but I need to make sure I can pass inspections.

I'm also in PA and I see aftermarket bumpers some times. I don't think it's a legal issue so much as cost. I see lots of homemade bumpers.

Could ask whoever you plan to use for Inspection what the rules are.

As long as the lowest part of the bumper is 31" or under iirc you're legal. Shipping is what kills us as most of these bumpers are made on the west coast.

He's correct 31 is the rule
