I'd have it patched instead of plugged.

Welcome to my world.
As an electrical contractor I'm always picking up other people's lost screws and bolts for them. I'm thinking of filing my taxes as a street sweeper.
It's a monthly tradition for me to be pulling junk like that out of my tires.
I look in some guys' trucks and the beds are littered with loose screws, bolts, and nails. A speed hump near my home always has at least a few bolts/screws scattered around it. I jog by it every other day and come home with a few more fasteners for my toolbox.
Good thing you found it before you were doing 65 on a 2-lane highway with a semi coming the other way.

Damn, that's a bummer. There was once that I was cleaning the chain on my motorcycle, rotated the tire and found what looked like a roofing nail (BIG wire diameter, short length, 1/2" head) stuck in the center of the tire. I was VERY glad to have caught it, as I was about to go on a 300+ mile ride. Put a damper on the day, but I didn't have an incident.

A riding buddy of mine picked up a 9 or 12" file in his rear tire once, mid-turn. It was one of those files with a thin, pointed end, and the end stuck right into the edge of his rear tire. Tire deflated instantly, but he managed to keep it up and pulled over. Lucky bastard!
