If there is rubber missing it is time to replace the tires. The side walls are thinner then the tread portion of the tires and can't take as much abuse and if they fail it will be very dangerous.

Take the tires off and put the white letter side to the inside...

on white letter tires, the white is molded behind a thin layer of black so the sidewall is fine if there isny any tears.
