Good question I know you can buy a can of black rubberized adhesive and spray in there. Id want something like a plastic bed liner fit specific for that.

I just sprayed flay black really heavy. About 7-10 coats. And i put semi gloss on the frame and suspension parts. Check out my build thread for pics. And it holds up well. I went offroading and was spinning the tires alot in this rocky sandy moist stuff and i pressure washed it today and all is well. Still looks like the day i sprayed it. I say you go that route.

Some swear by this stuff:

I just used a rattle can undercoating that I bought at wally world and it's holding up very well. It's paintable so I can either put additional coats on it or paint it.

Keep in mind I make sure to use the hose to clean my wheel wells really well every time I wash my truck.

Default POR15 Hardnose, wheel well

I cleaned with marine clean. Then 2 coats of POR15 Hardnose on wheel wells, inner fender areas, inside fender lip. Also removed plastic stone guard near tailpipe and painted behind there. Then Two coats of 3M rubberized undercoating.

Look up rugged liners. I put them in my 06 and they worked awsome and look and fit great. Easy install.
