Unless my eyes are failing, it looks to be that the thin rubber lower layer ripped. The metal bead is still intact. Looks to me like it would seal against the rim lip just fine.
Would I buy it as a "primary" tire? Nope, but I'd consider it as a spare, as it's much better than those crazy donut type spares they expect folks to use in place of a full spare.

if theres doubt in your mind right now about how safe it is, are you really gunna feel comfortable driving with it on your truck?
EDIT: good choice, for a spare itd be ok i think but for one you keep on there i wouldnt feel comfortable driving on that at all
