Default everyone: weighted tag?

So I got my tag for the 04 FX4 I just bought today in NC and they gave me a weighted tag. the guy I bought it from didn't have one- just a regular tag. WTF? Since when does a F150 classify as a weighted tag? My father in law doesn't have a weighted tag on his. I know the gross weight of the truck is 5450 and all but come on- I am very pissed about this- crooks!

In Missouri if you don't have actual truck tags and you are towing anything that puts the total weight over 6 or 8k pounds (can't remember which) you get a ticket if pulled over. I think its $12 a year for truck tags. I doubt I'd ever get a ticket but I'd rather not take my chances for 12 bucks since I do tow quite often.
