So.. now test the IWE's them self's.. pull the line off and connect at the nipple..

It should be a double line hose..it all comes off together. if you have a single line on each nipple somebody has replaced the line with the wrong hose. Big nipple is vacuum and little is vent.

Finally took it to a shop. Mechanic replaced the hub assembly on the left side (which I had already replaced because it was bad) - more money down the drain. Told me it was fixed. Drove it for a day. Same noise as before. Took it back to the shop. They had it for three days. Tells me now that the actuator on the right side was the that was bad even though the noise was coming from the left side. I guess the right side was losing vacuum. I have it back home now. We will see how it goes over the next few days.

Yeah.. if either IWE is leaking the system will lose vacuum and can cause either IWE to be partially engaged. That's why I told you to get a vacuum pump and test each IWE to see if both were holding vacuum. Glad you got it fixed, though you could of saved a lot of money with proper troubleshooting.
