I don't see how a dry silicone would restore plastic. The reason why plastic fades is because the oils in it evaporates. To properly restore plastic you need to put oil back into it. Dry silicone seems like it would be a good top dressing to help protect it but not a good thing to use for restoration. I use dry silicone on my suspension parts to help with squeaks because it has no oils and wont attract dirt and grime. That being said, they may have some type of additive that accomplishes that. Only one way to find out.
I only meant to say that it looks like it DRIES to a dry film. There's obviously something else in it or else it wouldn't penetrate the plastic.

Yesterday I pulled off the tow hooks and grinded the rust off, then going to spray today and put back on.
Also started getting ready to get my cab corners done. Got a quote from my local shop for $600 for both. I'm taking all the interior trim off myself so they can get to the backside and also going to take the bed off as well. Started the trim this morning, pretty easy. Going to take the bed off next week. While the bed off, after I get it back from the shop I'm going to have a field day(s) on all the rust on the frame. That's not going to be a fun project but will be a so much easier with the bed off.

Any failure on a vehicle is at a worst possible time, or it at least makes it a worst possible time!
How many miles did you get off of the alternator and battery you just replaced? These are items that are difficult to replace as "preventative" items, as they are costly, so we wait until they fail.

took mom and dad out for mothers day dinner. took them through the car wash first and my dad riding in the backseat discovered a leak coming in over his left shoulder. sitting behind passenger.

Got my new custom true dual exhaust installed today! 2.5" True dualed with an x pipe, to a DI/DO flowmaster super44 with dual 4" tips shotgun style! It sounds so clean and deep and Crisp and mean! Planning on removing cats to get some more rumble out of it though
