I am having the same problem with my 2001 super crew 4x4. After a hard rain I find water on both passenger and driver floorboards. I was reading on another forum that the drains under the cowl between the windshield and the hood get plugged up and cause water to get under the dash as soon as I get a chance I am going to check them.

Even a brand new light can leak. So if yours is broken, I would fix it immediately. Foam weather stripping is the best start.
I wouldn't, but a lot will silicone around it.
Use 'Phenoseal' silicone caulking. It's the easiest to clean up and won't be a nightmare to remove when the bulb blows out.

Water is a bitch to chase. It could come from the tbl and absolutely end up in the wire chase, all the way to the front floor boards.

Just an update. I finally found even though I noticed the wet front floor boards it was the seal around the back window. It leaked so bad it got to the front floorboards. I had a windshield guy reseal it and I haven't had a drop of water in the cab anywhere. Hope this helps.
