Not the cable. The brake. The scissor lever seizes up and doesn't let the shoes retract.

Take your rear rotors off and remove the parking brake completely. Put the rotor and tire back on and drive it for a week. See if the problem goes away.

I know this is old, but I'm battling this now and I found the driveshaft balancer on the slip yoke has changed position.
I'm getting a ton of vibration above 65 after I changed both u-joints.

Buy a new driveshaft from Ford. the rear yoke on these is goofy and Ford uses different thicknesses in the U-joint bearing cups to center the rear u-joint in the yoke.

I bet you had fun getting the rear yoke clips in. me too.
