Default Vent Selector Problem

Air only switches to panel sometimes. The hot and cold works so the blend actuator should be fine. Occasionally I noticed the air seems to come out all options at the same time very weakly. Defrost, panel, and floor all have air coming out. Is that even possible? It does make a soft grumble occasionally after I turn the truck off. Again not always, as the air will sometimes work properly. Does this sound like the foam problem to anyone else? I don't really want to tear my dash open if its not the foam problem. That's the way I'm leaning and I know how to do the easy fix thanks to DirtTracker and his very good write up. https://www.f150forum.com/f4/stuck-v...-guide-277402/ I'd just like to get opinions before I do all the work.

Check and see if the actuator is working first, you can see it from the drivers side in the floor area. If it appears to be trying to make changes then you likely have the foam issue.

I will start there but I does work as its supposed to about half the time. Just yesterday it wouldn't switch to panel on AC and was coming out all the vents so I changed to just vent and cracked front and rear sliding windows going down the highway. I didn't notice when it finally changed to panel but it did it within 5 minutes so I rolled windows back up and proceeded with AC till home.
