Test your check valves also.

That was on the first day. I did have one that was losing pressure ever so slowly, so had to order one from the local dealer. No check valves in stock, but they had 4 IWE's. Voltage checks out OK on the actuator and once I revved the engine the output vacuum settled in at 22. Next step is to get 10 or 12 feet of vacuum tubing and run my own lines down to the IWE's. It all holds vacuum in the driveway, but who knows what happens at speed.

Just to wrap up, SUCCESS!! I bypassed all the factory lines to the IWE's and have apparently cured the problem. At least no noise from the hubs in about 100 miles of driving. So there must be some sort of leak in the factory lines after the final check valve below the reservoir, although I still can't see any signs of damage on those. Its amazing how much satisfaction you get from resolving such a small, but PITA issue. Thanks to VTX1800N1 for all the feedback and to all who provided their writeups and pix. Immense amount of help in figuring out what to look at and in what order.
