It's easy, there used to be a how-to on here a while ago. You basically pop the hood, then there are a couple screws (8mm) I think, and it just pops right off. Oh yeah you got to take your windshield wipers off first though. Basically you pull out on the little leaver and they pull right off. Then the cowl just comes right off.

Mine are doing the same thing. Peanut butter works pretty well but I've found it only lasts a few months

I did mine with the Plasti-Dip spray. Did them in June and they still look great.
My trucks cowl vent had push plugs (christmas trees) at each corner, not screws. Also, getting them off was easy, getting them back on and properly realigned was not. And don't forget to mark where the wipers lay
