Default 2006 5.4l cam phaser not getting oil

I have a 2006 f150 with the 5.4l my old motor with 177000 miles on it died do to lack of oil pressure. I found a new motor for it it was a ford factory rebuilt motor built in 2016 , It only had 30000 miles on it with paperwork from a crashed truck. i put it in my truck. And it runs like crap. It ides fine when you first start it up, Touch the gas goes in to open loop and dies or starts to stall when driving it i can't get over 35mph. When I hook up forscan and look at the cams timing it shows bank 1 running at 0* plus or minus a few. Bank 2 shows it's fully retarted 40* like its not getting oil. I've swapped cam phasers and cleaned both screens and swapped out vct solenoid . Still no luck. I haven't pulled the cam caps yet. I'm thinking the oil passage in the vct solenoid housing could be plugged or a passage in the head. you know one of the 4 holes. It's strange the bank 1 has oil pressure to work and not bank2 that's closest to the oil pump. I have a oil gage in the truck and it says 45-60 psi at the filter area. Does anyone have any ideas for me Thanks for the help

P0175 code is a generic OBD-II Diagnostic Trouble Code (DTC) defined as System Too Rich (Bank 2). It shows up when the Engine Control Module (ECM) or Powertrain Control Module (PCM) detects too much fuel or insufficient oxygen in the air fuel ratio.
P0022 is logged when the PCM perceives an over-retarded or over delayed timing condition in Bank 2 of the intake camshaft. The crankshaft and camshaft position sensors relay information to the PCM. The module uses the data to determine whether the engine is timed properly by comparing the input from both sensors.

I would first record the error values at a cold start, and see where it sits then. Is the error on bank 2 always at 40?
what about above 1200 rpm?
What happens when you unplug the solenoid on that side?

That might help narrow down if it's an oiling problem

​​​​​​​there was a thread that was updated just a week or two ago where the op found out the issue was an aftermarket phaser bolt that didn't properly seal against the phaser so oil was always leaking past one side of it. If you can't find another reason like the timing being off a few teeth then that's what I would look at.

Some of these remans are coming with aftermarket phasers. How do you observe that its not getting oil? Is the drivers side cam /valve train getting oil? You will have to have cover off and start it ,it will get messy .
How does the phaser look at rest is the middle finger sitting on the L mark ? is The face of the phaser parallel to the rear or is it distorted , spring look funny ?
Some reman company's are charging more for oem phasers .
There is a filter in vct housing .
You could do an engine flush and run some marvel m.oil but if some plastic or debri got in the gallery orifices that would be tough . One guy lost his engine because the clear plastic seal on the oil bottle blocked his oil pick up , makes you want to be careful adding oil with out a filter screen on funnel .

When i first start the truck when cold or even warm. It starts a little hard to crank and sputters until the phaser can lock at 0* . If i touch the gas pedal in any way then the timing goes to 40*. no matter what rpm 1000 or 3500 stays at 40*. If i shut the motor off when its locked at 0* then it will crank easy. I've cleaned the screen in the vct solenoid block bolted to the head. Both cam phasers are stock ford ones. The motor was rebuilt by motorcraft back in 2016. My next step was to open it back up and take the cams off and see if they are getting oil or see if they were running dry. When i had the cam out i thought about cranking the motor to see if oil was coming out and also take the vct solenoid block off and check the passages in it and in the head for some thing blocking it. If i couldn't find any blockages i'm going to lock out the cam. The phaser looks to be in good shap. No bent fingers spring looks good the center finger is cutting across the L mark. There is oil going to the phaser when you open it there is oil in there. there has to be some pressure to unlock it from 0* but i dont think there is enough pressure to keep it at 0* when unlocked. Ive tried a differnt motoer craft phaser and a coyles phaser on it and still does the same thing.

From what you say it is possible you have high resistance in valve train and the phaser is unable to over come that . Just a possibility . Maybe someone over tightened cam bolts , they are supposed to be at 89 inch pounds or just short of 8 foot pounds . There is a groove in the first journal that should be cleaned out. I assume you dont have the newer melling hv oil pump . Cam wear or a warped cam could do it . Some people have taken cam out with out marking each cam cap and putting it back exactly where it came out . Not to mention of doing the bolt sequence .
I would check all rollers they are not reliable. I threw one at 130k .
You could have a bad oil leak on your tensioner, they are bad about that . My next timing job I will use the old style metal ratcheting tensioners with no gasket to blow out. Some people file the last few lock points out so that it doesn't hold the tension from real high oil pressure .

We I found out that my front cam bearing was hosed. The front bearing has 2 holes in it to allow oil in and out of the vct and that is how the front cam bearing gets it oil. It ate about 3/32 out of the head side of the block. The other cam bearings showed a little ware but not bad. So I guessing the oil that should go to the vct was leaking out.
