Default strange turn signal/flasher problem

My 2004 F150 was in a 4 car pile-up. The front bumper has a dent in it. The rear bumper is bent down 90 degrees and the tailgate is dented. All lights appear to be working. But, the turn signals, left and right, don't work. No flashing taillights and not flashing front lights and no flashing dash lights. But, if I press the hazard flasher, the rear lights flash. I've checked the bulbs, fuses, and checked for broken wires. Non of the wiring harnesses seem to have been stressed. Any idea how to run down this problem?

I just figured out that the tilt of the steering wheel has to be all the way up for the signals to work. What the heck is up with that?
