Default Steering troubles

I have an '05 f150 4x4. The steering is extremely hard to turn, and then goes normal. Fluid level is good, front end all checks out ok, and no whinning noise. If I stop and turn the wheel, it doesn't seem so hard, but when I am on the highway, it is very hard to turn, almost like a u-joint seized.
Any help would be welcome

it may need a power steering pump it's providing enough assist at stand still but not enough assist while driving..

Is there a way to check the pump without changing it ?
