On my truck if I start it up I literally got no steering until I start driving. While I'm going slow it's still tough to steer but it get better as you speed up. I also have the "half hour" of free play in the steering wheel. Any advice on what it is, I hear the free play is pretty common. But the weak steering is it the pump?

sounds like the shaft is frozen up.

The shaft that connect the steering wheel to the rack it has 2 u joints the bottom one freezes up. It feel like you have no power steering.

Any suggestions on what to do? Replace that shaft, I looked up the shaft it's about 200 bucks. Also when I start it to let it warm up in the cold it makes a really high pitch squealing noise until I turn the steering wheel.

You have enough power steering fluid in the reservoir?

Yup it's pretty full

How old the is the serpentine belt? A stretched out belt will squeal. Also check the tensioner and the bearing on the tensioner and the idler pulleys
