Yes you can get the pump off without removing the pulley BUT it will be easier and give you more room if you take it off. Ratcheting and head flexible wrenches and/or wobble or swivel socket extension will help. If you are going to replace the pump then you will either have to remove the pulley on the old one and reinstall or buy a new pump with the pulley on it, it seems more common for them to come w/o the pulley attached but can be bought either way. If you are picking up parts from the auto store anyway and they have free loaner tools you might as well get a puller and pull the pulley of to give you a little more room. I just did mine (didn't replace pump but removed pulley to replace leaking high pressure steering line) and it came off quickly and easy with the puller. However it did not go back on very easily because the puller I got at Advance did not have a long enough installer bolt, I had to go to the hardware store and make my own installer. If you remove your fan and shroud you will have a lot of room to work in there.
