I was looking at Roush exhaust systems and was wondering why some say off-road only? And does the legal one sound good?

Almost all of them say off road use only. Don't worry about it. Just run them. It's that way because of Muffler design and decibel output.

I've been running the "off-road" version for about a year now and it's not too loud. They don't drone at all at highway speeds, but sound great at start-up and really let people know you're unhappy when they're creeping along in the left lane.
