Did you check the fuses? Are the H13 bulbs new?

Default Yes

I did check the fuses and they are good. Both low beam fuses are good. And yes the headlights are brand new.

When you turn on your headlights, do the marker lights, taillights, etc. work?

Did you remove the 3 wires and make sure the original wires have continuity? The regular halogen bulbs won't work if the ballasts for the HIDs are in the circuit.

In genereal headlight issues are relatively simple. It's either fuses, bulbs, or connection.

Get a 12v tester (a little cheap one that the bulb lights up when powered is all that's needed) and check along the power circuit.

Here's a diagram of the 11th Gen lighting circuit:

Default I have 05 diag but you need to get your year diag

It may be a little similar but I have no Idea where that hid ballast is at in the circuit . Do you have turn signals ,fogs , tail lights etc .
