Dont worry about if you have the latest version or not. If you have a computer, go to http://edgeproducts.com/updates/ and update it anyway. I do this every 6 months or so.

I asked this question to Bill at PHP how much timing is safe on which octane levels and this is what was said.

The canned Evo tunes are a touch conservative, so you should be able to add 2-3 degrees to the canned 87 Octane tunes without any concern at all. If you run 89 Octane, you can add up to 5 degrees.

It does not hurt the ECM to reflash it. I've reflashed test PCM hundreds, if not thousands, of times without incident. You shouldn't have any worries.
