I own a body shop. Use a red/ brown scotchbrite pad and comet bathroom cleaner...does the trick for me. I use a product called bulldog for adhesion promotion. I have tried every promoter under the sun, and this stuff works the best. Also, try using duplicolor engine enamel. I use "low gloss black" for an ultra low sheen with exceptional results.

also depends on what kind of plastic it is. Any kind of polyethylene material and the paint just wont stick well anyways. especially if it was molded with any kind of silicone release agent.

I painted my mirror and the lower plastic on the front bumper all I did was sand it smooth and use adhesion promoter and filler primer and then painted them and I didn't get any fish eye. You might want to use primer or even sand them. Are you trying to keep them textured?

If you want to remove the texture on the interior pieces, then you need to sand with 180..... Bulldog..... Prime..... Sand with 320.... Prime again.....Sand with 320.... Then top coat. Remember to use multiple light to medium coats. I have seen very good results with rattle cans. Take your time and you'll be happy with the outcome. Feel free to PM me if you have any questions.
