O2 stuck reading high voltage
My Bank 1 downstream sensor is stuck at .8v and the bank 1 LTFT is about 8% as well. The Bank 1 Upstream is fluctuating like normal however. Is this just a bad sensor, or do i have other issues?

downstream would be behind the cat so it may be possible you have a convertor going south or getting clogged. i would suggest switching the two downstream sensors to verify or eliminate the sensor or cat thats bad. of course, clear codes after you switch the sensors around.
